Supply Chain Manager

- Understand and maintain all purchasing within FAR, and ITAR regulations and maintain training for Supply Chain personnel as necessary.
- Understand and maintain CPSR, DFARS approved purchasing system regulations and maintain training for Supply Chain personnel as necessary.
The Supply Chain Manager has responsibility for managing the cost and availability of Production and facilities material through successful procurement, materials planning, stocking/signal strategy, and commodity management. Strategies and performance metrics focus on timely support, development, and implementation of Purchasing Execution Processes. Efficient operation of Production Planning, Receiving, and the Stockroom is also under the management of the Supply Chain Manager. Measures of success include On-Time Purchase Order Placement, product OTD, supplier OTD, Inventory Accuracy, Kitting Efficiency, Receiving Put-Away Time, Material Lead Time, and Daily Cycle Count. Efficient integration of MRP, Lean capacity planning, and reliable material delivery to the Production floor is expected in this position. The Supply Chain Manager is required to be skilled and highly active in the hands-on placing of Purchase Orders, hands-on Master Planning while also being responsible for the Supply Chain group achieving business strategy and Continuous Improvement goals. Must be capable of leading a Supply Chain group that procures parts for routine products, programs & systems, and repair orders.
Duties and Responsibilities
Understand and maintain all purchasing within FAR, and ITAR regulations and maintain training for Supply Chain personnel as necessary.
Understand and maintain CPSR, DFARS approved purchasing system regulations and maintain training for Supply Chain personnel as necessary.
Understand and maintain approved DCMA Property Management System regulations and maintain training for Supply Chain personnel as necessary.
Analyze, manage, and oversee Production fulfillment of material demand requirements to ensure uninterrupted flow of materials and services using MRP, Pull Indicators, and master planning.
Use MRP analytics and create customized reports as necessary to identify improvements to supply chain processes including production scheduling, inventory management, and PO management.
Lead sourcing savings program and also continuous improvement actions for the Supply Chain group.
Develop, implement, and negotiate price and delivery terms with suppliers to minimize material cost, inventory levels, and transportation costs while supporting Production demand requirements.
Improve and maintain manufacturing planning using the MRP system and other electronic applications for efficient manufacturing job scheduling.
Analyze, measure, and report Purchasing, Planning, and Receiving effectiveness taking timely action on corrections needed in maintaining savings, on-time delivery, and quality.
Oversee the efficient activities of the Stockroom and Receiving personnel while also facilitating and directing process waste reduction in these areas.
Manage the daily cycle count program and take measures to maintain inventory accuracy above 98.5%.
Ensure the mitigation of material shortages and/or planning work order delays through direct involvement with the Production Floor, Suppliers, Engineers, and Project Managers.
Manage and instruct department personnel on meeting company requirements of performance, operating budget, and continuous process improvement.
Directly support Buyers in mitigating supplier issues (e.g. delays, costs, supplier quality, quotes, services, etc.).
Support the facility with group responsibility for non-inventory purchases.
Take an active logistics role for incoming Receiving deliveries and material put-away processes.
Education and Experience
BA/BS with a minimum of 10 years of experience managing a Supply Chain Group.
Minimum 5 years of hands-on, working experience with ERP/MRP systems, experience using Deltek Costpoint is a plus.
Minimum 5 years of direct order placing and shop floor planning experience.
Excellent communication, computer, reporting, and analytical skills.
Demonstrated ability to lead by example and to provide guidance and mentoring to peers and department personnel.
CPM or APICS certification a Plus.
Skills, Knowledge and Conditions
Excellent computer skills with strong proficiency in Windows™ interface, Microsoft Office™ package (Microsoft Outlook®, Microsoft Excel®, Microsoft Word®, Microsoft PowerPoint®, Microsoft Access®), Microsoft Project and software.
Understanding of Government contracting requirements, such as FAR, ITAR, etc., and demonstrated knowledge of business challenges and opportunities driven by technology and regulations unique to the Defense market.
Exceptional interpersonal, and decision making skills.
Excellent organizational skills with keen attention to detail
Strong written and verbal communication and presentation skills.
Must be able to exhibit a positive attitude and communicate clearly and effectively, and, most importantly, promote collaboration among the team by listening intently to what others are saying, taking time to understand the points being made, asking questions when appropriate, and allowing others to speak without interruption.
Must be available to travel, if required.
Must be able to obtain a security clearance, if required.
